CHILL stands for "CCITT high level language"
It was intended for use by the international telecommunications industry. Certain countries (such as Russia) for political reasons would not accept PL/I or Algol 68. For truly international applications like telecommunications a high level language was designed by CCITT itself. It has many similarities to Algol 68. It was never widely adopted.
